Yes, it is. Sometimes you don't get notified that you were put on a referral list.
Couple of Questions
My husband received 2 requests for interviews last year, but was never notified of being on a referral list for either one. He accepted the first position, so declined the second interview.

I think there must be a glitch in the system. I got an email saying I was on a referral list for Japan, and then like a month later a got an email from a secretary in Germany for an interview.
