This is going to be similar to military orders so the answer I am pretty sure is no. If you look back on some old posts from a few weeks ago you will also run into some issues with custody. I don't know the definitive answer but I would agree probably not. I've never met/known anyone on orders that was not married (DoDEA or military).

I did know a couple (single DoDDS teacher + single DoD civilian/military) who got married overseas after traveling there on separate orders. At the time, there was a penalty for couples being married (reduction in COLA, Housing, etc).
