I believe you need to use gov't arranged for your first PCS move (and it's probably advisable in any case). After that you can arrange for your own travel for summer RAT etc. and get reimbursed.

Just remember that your ticket must be a flagged US carrier. Learn the partnerships and pay Delta but fly Korean Air. As long as your ticket/receipt has a US carrier's flight number, you are good to go regardless of who's actually flying the play.
