Yes, they should be able to tell you who has been working on your file (they often have their name or initials in the comments section on the Quals page of the EAS). Try and find out their contact information and send them anything you can. I've even highlighted the key words they are looking for when I emailed them information.

Yes. I submitted a course description BEFORE I enrolled for the course and HQ told me it would certify me in six additional areas (all SPED). That way I didn't waste my money if it didn't qualify me. I just submitted for re-evaluation a few days ago.
