And a secondary question: our son graduated HS last year and we flew him home to the states to go to college. He ended up dropping out, long story, and we want to bring him back. BTW, we paid for his flights, not the government. Since this is our RAT year, and he's on the orders, will they pay to fly him back out here??

Generally you apply for orders through TOPS. As part of that, you sign a new travel agreement where you agree to remain at your post for another two years (or to go wherever you are assigned in the event of being excessed etc).
