DoDEA teachers in PR do get COLA (or at least they do the last I heard about it). PR and Guam are the only two non-foreign country locations that qualify for COLA (as I recall).

If you look at the pay scale for Puerto Rico, it is higher than the others, because the cost of living difference is already included in the pay. I think you can live on base, like in the States and pay your own rent.
