I received referrals for a few positions (Fort Bragg, Puerto Rico, and SC) back in Feb and have not received anything since... Will they notify me if they choose someone for the position, or will I be left in the lurch wondering?
I love this board. Thank you all for all the hardwork! :)

I emailed a letter of interest to the Principal and VP of the school in Puerto Rico. Did I overstep?

You didn't overstep, but it's not general practice to do so (from what I can tell on this board). Referrals are simply referrals. If you get an interview request, that's when you know you're being considered. Referrals just mean that your application was put into the selection pool for that vacancy, but not that it was chosen for consideration.

As SpedTeacher posted, opinions vary on whether it's worth it/advisable to email principals directly. I've come around to the idea that once you are on a referral list then it does no harm and might do a small amount of good to reach out to those specific principals.
