Yes, those situations do make you go, hmmmm. Supposedly the whole referral list process is supposed to make things more transparent and less prone to nepotism, cronyism, etc.but things do still happen.

Neither a vet, not local hire. She is a conus hire, with no ties to the military. I've heard that Vet preference comes into play if you ah e two similarly qualified applicants, after the interview process.

It seems all the vets get on the referral list first. Also, people with the most certifications, even if not related to the position, make it on the list next.
