Among many other things at DODEA how Veterans Preference works seems to be a mystery. I found a DODEA memo from 2016 that gives HR guidance on hiring or not hiring vets. The way it appears it is suppose to work is they have to interview people with Veterans preference first. There are four levels of preference with a disability of 30% or more at the top and 0% disability at the bottom. If you have 0% of disability you must have served during one of several different time periods or earned a campaign or expedition medal. It seems that they can only pass over a Vet if "the candidate does not possess the qualification and/or suitability relative to the requirements of the position." They way it reads it does not look like a non-vet being more qualified is a legitimate reason for not hiring the vet. However, "suitability" sounds like it can be much more subjective.
BubbleHead Actually there are guidelines for suitability as well outlined in 5 CFR 731. If you are disqualified for any of these reasons you most likely wouldn't have a teaching job anywhere.
