My experience/understanding (admittedly somewhat limited) is that there is generally one such position at a given elementary school. I have heard of (and have seen listed in the transfer round openings) positions with both and/or either of those certifications listed in combination with elementary certs.

There are 3 at my school. But it seems the positions have been filled by current teachers or transfers who move into the job.

Good to know. My experience is mainly at the high school level (and the elementary schools I am familiar with are generally on the small side).
