As a new hire, there may also be an FEHB (Federal Employee Health Benefits) Election form you can fill out and send in manually. It may now be required to do everything online... I don't know.

1stFriday is correct. You should be able to use your employment verification letter for insurance and CAC. SF-50 should not take that long either.
