I think that not being verified would keep your name from coming up on referral lists. Afterall, that's what the referral list is supposed to be-applicants qualified for the position. I'd keep calling HR.

also, what does your EAS application say? Does it say active or something similar?

I have atleast 4 quals pending and then 4 active. Mine have been pending since 2018, but I was able to secure an interview for the ones I am active for. The principal did see that he could see the pending on my account, but he was not interviewing for the pending ones.

Part of my quals were verified within 3 days of submitting app, and then the rest took 6 months. I did not receive referrals until the day all quals were verified.
