My understanding is that they will move you there and back. I do not know about TQSA and RAT for Puerto Rico.

I am no expert, but this is what I found when researching. They will pay for your move. You get to use the commisary/px. They fly you back to US every 2 years. No LQA, but you do get some pay differential like COLA/locality pay.
