It's possible. I have worked with DoDEA colleagues who I KNOW had to have had some conflicts and not so glowing references. As long it did not involve child safety issues or come to firing, then there is a chance. If you can make it to an interview, you might have a chance to address or explain. They call the people in your application and likely your current employer, if they can.
haha
It varies wildly, like most things with DoDEA/the gov't. I highly doubt that some of my references from int'l schools were ever contacted.
