How long after accepting a tentative offer does something official come down? What is the time frame until being in place? Do you suppose government budget politicking will stop the ball rolling?

Most people (and HR) do recommend waiting until you have orders/a firm offer before giving official notice at your current job (although having a conversation with your admin is advisable if you have that kind of relationship). HelpOthers With CHRA in charge the time frame seems even longer than it was a year or so ago. Keep your current job until you have orders and try to help find your replacement so you don't burn any bridges in case you want to return some day.
