As always, hard to say what really goes on behind the scenes. But, there were a large amount of excess people to place compared to this year. All/virtually all of the excessed teachers should have been placed by now, so that at least shouldn't really affect the timing of the hiring season.

Well, to my knowledge, they have placed most (if not all) the excesses this year. So hopefully referrals will be going out sooner rather than later. However, the coronavirus has caused some school closures which will definitely affect the hiring process, as principals are focused on how to navigate school closures, online schooling, etc.

When they close a school, or eliminate a position due to enrollment, they excess teachers. The organization then finds positions for them somewhere in the world. If you take it, they move you. If you don't take it, you are choosing to end your employment.
