I was wondering if most DODEA teachers live on or off base? (specifically in Japan).

It varies by complex, but I would say most live off base.

Most DoDEA teachers with LQA qualify for Group 3. Only a tiny number of DoDEA teachers get Group 4.
And I'll be more emphatic, the vast majority of DoDEA teachers who are eligible for LQA live off base, and yes, that statement includes Japan.

You're over thinking.
The vast majority of regular DoDEA teachers (non-active duty spouse) live off base. That's true in all three Areas.
