Also, right now it depends where you are traveling from and traveling to. Green to green is allowed with out a waiver. If you look at the green list it is quite long surprisingly.

DoD gave Japan the green light but it's up to each installation to release travel restrictions. As of today, no installation has released travel restrictions to begin PCS without the ETP or waiver. RAT was interpreted to be covered by Exemption K in the Transition to Conditions-based Phased Approach to Coronavirus Disease 2019 Personnel Movement and Travel Restrictions memorandum dated 22 May 2020. It was very specific and did not include travel for new hires (and many other types of PCS moves).

Teacher Chatboards
Each situation had different guidance. A RAT is different from a PCS due to retirement, which is different from a PCS to an overseas duty station.
