I believe that your years of the DoDEA experience will still count towards your experience steps beyond the 5 and 10 year non-DoDEA limits. I do not know if that is true for your years in competitive service. That would need to be teaching related I would think.

You could do DDESS and then back to DoDDS the following SY. Then you don't have to worry about losing your years and you'd gain one for the year in DDESS.

Q1 Years of what? You'll keep your years of service for the purpose of FERS, but for other things, you will need to check with your hiring agency.
