Tough to say when all we have to go on is what we see, hear and read on this board, FB, etc., but it seems like a fairly typical hiring season on the face of it (which may or may not be accurate). About the same as last year. Maybe a couple less.
August 15, or as soon as you can process the paperwork, and get on a plane. Don't actually go to the school. Complete quarantine first.

I asked the same question in an interview this week and the principal said that if everything went smoothly then late September at the earliest. But he said it's impossible to estimate paperwork times and could likely be longer. It also depends on where you're going. If it's somewhere that requires a visa, you'll definitely be delayed. I'm a current dodea teacher, but because my new location requires a visa I'm still waiting... thanks to the pandemic slowing them down.
