Any of the bases/posts near Tokyo would be great locations. Yokosuka is a nice base with good facilities (it is on the water which can be a plus). The base is close to a train station which can make travel easier. They have generally good schools and lots of sports and activities for students and adults. I would only add that Yokosuka has about 1/3 of the DoDEA population of students in mainland Japan (Pacific East). It a navy population where the community feels like a ghost town (when ships are out) or can feel very crowded (when ships are in). Most teachers live of the installation and have great views of the ocean.
