@locrian I was in the same exact situation. They denied my LQA three times unfortunately.

Was just denied LQA two days ago. I asked for clarification on 031.12 and pleaded my case for both that and 031.11 again pointing out facts that contradict the reasons given in the notes of the determination. WOW. Reading about these denials makes me so thankful for how my situation ended up. I was hired 2 years ago. I was working at an international school in Kazakhstan. Yes, this definitely does seem to be the year of not qualifying for LQA for many people. Interesting that they are just now starting to enforce these ever-changing rules.
