I believe the spousal/family preference would only apply if your husband was active duty or employed by DoDEA (but could be wrong).

If your spouse claims 100% disability, you can use the preference.

Not if he's already fully employed. The spouse is a federal employee. Spouses can use vet's preference in some limited situations. This does not appear to be one of them.
