As for backfill it is not always entirely clear how it works/who gets priority since it is an ongoing, domino type of process. I think if they can see a clear first this, then that type of scenario with the first round of moves then they might place and backfill with certain people in mind.
Filling the list is the priority but placing people with the highest rating does come into play. But if there is an opening and no has the certs and the location listed on their transfer application then they will look further down the transfer pool (for original transfer positions and for backfill) until the allocated money runs out.

Is it feasible for someone in the F group to get a transfer because they are the only one with a random combo such as speech/art/math but someone in the A or B group to not get a transfer because there were only a few positions in their certification and it went to the few people higher on the list? And how about backfills? Say someone in the A group gets a transfer and there are people in the A group not placed - will they give those people the backfills, before they place someone on a lower list in a (different position)? I guess what I'm asking is - if a hard to fill combo position is available, and the only applicants who apply for it are in a lower group like D-F, will they fill it with them, or will they instead allocate the transfer money to place as many A's and excessed teachers as possible (knowing that the money runs out eventually). Do they look at the open positions, and try to fill as many of them, or do they look at the list of people trying to transfer and try and place the highest groups. What is the priority? Placing the A's and excessed educators (using backfill if necessary), or filling the original list?
Does anyone know if the process for background check and fingerprinting for mid-year hires takes around the same amount of time or is it expedited because it is an opening in the middle of the school year? If it is the same all year round what is the average amount of time for fingerprints to come back?
I don't have an exact number (or even a range based on data) but when the updated list comes out (of who is where and how many positions are vacant) I will share it. At a wild guess I would say that of the 100+ DoDDS schools worldwide there will be an admin change at 10 to 20% of the schools due to retirement, PCS, promotion etc.
I have heard conflicting reports about whether local hires have an advantage. In theory it would make sense that if you are already in the system and have good references the powers that be would feel there is an advantage to hiring someone who is familiar with the mission, ethos and structure of DoDDS (and who has shown that they can successfully make the adjustment to living overseas).
Impossible really to quantify it. The odds of getting hired in general with DoDDS are long, so the odds of a mid-year hire are even longer. That being said, mid-year hires happen every year. In the two schools I have been at there have been 1 to 3 mid-year hires every year. Some of these went to local hires and some were hired from stateside.

Also, we are under the Dept. of Def. not Dept. of Ed. so...See MoreI'd say that most people are not optimistic in general about the new administration but are not particularly worried about their jobs, DoDDS etc. It remains to be seen what he will actually try to do once in office as opposed to what he said to appeal to his base during the election.
Also, we are under the Dept. of Def. not Dept. of Ed. so will be somewhat insulated from some of that. Even so, I would be very surprised if SPED funding gets changed much if at all in. IDEA is firmly entrenched and would take a lot for things to move backwards significantly
As for being first out, that should not be a major concern. Under our current policies once you are off of provisional status after two year they must find you a job somewhere in the world even if your school closes. That could change but much of our current system is based on acts of Congress/labor agreements and is not easily changed.
