During installation of the aluminum and stainless-steel railing, the public will have no access to the popular walkway along the upper level of the breakwater.
“We are hoping to have this complete by late March,” said Curtis Grad, president and chief executive officer of the non-profit Greater Victoria Harbour Authority.
Access to the lower level will be restricted in stages, with the south side expected to be open first to anglers and other users prior to the top level, Grad said Monday.
The harbour authority is paying for the project, anticipated to cost $400,000 to $500,000.
The idea of installing handrails on the 1916 breakwater has horrified some users and been applauded by others.
Opponents say railings are unnecessary and will ruin the view and feeling of freedom people experience when walking along the 700-metre breakwater, which is three metres wide.
They argue it’s unnecessary to put up costly railings when few accidents have taken place there over the years.
But railing supporters want the added security and safety handrails will provide. Advocates for citizens with disabilities say their members have not been able to go onto the breakwater.
Grad said the harbour authority had no choice but to install handrailings if it wanted to keep access open to the public. Both Labour Canada and the authority’s insurer insisted on railings.
“The world has changed. The tolerance to risk is very different than it was 20 or 30 years ago.”
Public safety and access for people with mobility issues were key factors, he said.
The railing was designed to allow someone using a wheelchair to have a clear view of the water, Grad said.
The structure has been built in modules in the warehouse at Odgen Point. That means it will be simple to replace one portion of the railing if necessary.
The main contractor for the work is Zapco Welding and Fabricating of Victoria.
So I just finished reading the article and I must say, while I would love to do some "fact checking" to ensure the accuracy of some of the stats, in all I really liked it, and would recommend others to read. It is overall a much needed "kuddos" for educators today. At minimal, it serves as a silver lining to those ready to call it quits to our educational system; showcasing the triumphs of what has been accomplished as opposed to fixating on where we are failing...don't give up America, there is still a strong pulse in U.S. academia!
Adults with fetal alcohol disorder and autism who receive service under the personal supports initiative will see the biggest decline. Documents show the average cost per client in that program dropping from $24,000 to $16,000 this year alone — a 33 per cent decline.
In two years time, the average cost per client in the program will be less than half what it is today, the documents show.
At the same time, the program’s caseload is expected to more than double from 424 to 945.
Clients in residential and day programs are also expected to receive less on average as the programs serve ever more people.
The budget documents offer no explanation for how the government expects to achieve such cost savings.
But Social Development Minister Moira Stilwell suggested Wednesday that the goals are flexible.
“There is no tick box or checklist or drive to lower costs,” she said. “What we’re trying to do is be as innovative and client-centred as we can be.”
But she said the government is one year into an 18-month plan to fix Community Living B.C. and soon will be better able to project client demands and costs.
“Until that time, ongoing CLBC services … will likely exceed the allocation and we will monitor and respond to it and our commitment is to backstop that,” she said.
Inclusion B.C., which advocates for people with developmental disabilities, is skeptical.
Executive director Faith Bodnar said the budget figures raise alarming questions about how the government expects to achieve its goals.
“We know that all the other costs of providing service are going up, why would the cost per individual client go down?” she said.
“For me, it doesn’t make sense and I know that our members are feeling that they are being basically bled dry.”
In addition, people with developmental disabilities are living longer and, like many seniors, developing more complex needs. Bodnar said it would appear “contradictory” that they can receive the same care for less money.
“For me, those numbers just bring up so many significant questions about the budgeting process,” she said.
Opposition leader Adrian Dix raised the issue in question period Wednesday, accusing the government of balancing its budget on the backs of the most vulnerable.
“This is a pretend budget, where adults with developmental disabilities will pay the price,” he said in an interview. “They’re not showing any way [to reduce costs.] They’re just saying, ‘We’re going to give each client less.’ ”
Clearly, most parents meet almost insurmountable challenges and provide laudable support for their kids in their schooling; but too many parents have broken the contracts with their kids and the teachers, thereby aiding and abetting a free fall of the education system in the United States ...

for the entire month of november, we got to learn about italy
we made pizza and lasagna

we painted the italian flag with our feet!!!
i taught them italian words, and displayed a picture of my deceased grandmother who taught me everything italian that i know
parental involvement in my classroom was the highest in the school
behavior and attendance was perfect!
my boss told the school board that my classroom had the best dynamic
and the highest learning success
parents even asked me for parental help
i babysat their little ones in the school after hours
i treated them as if they were my own kids
when the sandy hook shootings took place, i stated that i would've easily given my life for my students in such an event
the last 2 days before christmas break...
i dimmed the lights and we read christmas stories in front of our classroom christmas tree
and sang christmas songs
we played a game of hot candy cane (like hot potato) and the kids wanted to lose so bad, so that i would win
when my aide stopped the music for the last time, i had won and the kids were so thrilled
they treated me like a celebrity
their parents showered me with christmas gifts, cards, candy, pictures, etc.
i bought them all gold medals for that final day before christmas
everyone was so happy
i told them that i loved them and would be missing them during christmas break
and i gave them all a hug
and most importantly... i told them that i would never leave them
everything was perfect.
over the break, i planned more exciting units based on their requests (dinosaurs, dragons, fish, bears, outer space...)
one of the mothers who i was closest to asked me babysit to my student and his older brother at their home on the 28th of december
it was a perfect evening.
on january 2nd, i babysat that student for an hour and a half again at the school before school began, because he was the only student there
his mom was as thrilled to have me as his teacher on that day as on the first day that she met me
all she ever said was that she was grateful to have a man for her son's teacher
because his father (her ex-husband) was almost completely out of their lives
and he didn't have a male role model
i had another student (a girl) whose mom was severely hurt by her ex-boyfriend
he caused nerve damage to her arm
and her daughter, just 4 years old, had witnessed it all
she also was glad to have a man for her daughter's teacher
like the other parent, she wanted her kid to see that men can be good people too
and i also had a vietnamese student who barely spoke a word of english in august, but by december, i couldn't shut him up!
at 9:00 on january 2nd, our day officially began
and nothing seemed out of the ordinary
everybody was happy to be back and everything was going as usual
my kids were busy sharing some of their christmas presents
and it was the first day that they began a reading log, which if completed by the end of january, their prize would be turning me into a human ice cream sundae!
they were so excited for that!!!
the only unusual thing about the day was that 4 of my kids were missing (never happened before)
and the office door (which was always open) was closed all day, with my boss inside
toward the end of my work day, while the kids were sitting with me on the carpet for closing circle, she slipped into my room and put a sticky note on my desk...
it said to see her once all the kids had been picked up
there was never any indication that anything was wrong...
i never said goodbye to the kids... i had no idea what was coming...
after they were all gone, i went to her office and knocked on the closed door.
my boss was there, along with 3 members of the school board.
as soon as i walked in, the first thing she told me was "sorry to be a downer at the beginning of a new year, but we're going to have to let you go..."
i had been on top of the world, happier than i had ever been in my life, and i was SET FOR LIFE in that school...
they had already hired me for the summer
and for next year
and for as long as i wanted the job
i repeat... i was SET FOR LIFE
after 12 years, i had finally made it...
and in an instant, it all came crashing down...
and i lost everything...
for something i didn't even do...
and it had nothing to do with the job anyway...
those parents had me in front of them every day...
they knew who i was and what i was all about...
they gave me their unconditional trust...
with their precious little ones...
and after everything that i had done...
during christmastime, when they were supposed to be focused on their kids, and happy things, and peace on earth, and religion, and all that stuff...
and the birth of jesus...
somebody (one of them) got up one morning... out of the blue...
and decided they had nothing better to do than to dig up all the dirt they could find on me...
and here is where i tell you what happened.
and i swear on my life, my dead grandmother's life, and on all of those kids... that I am telling you the truth
