It is a broader idea of not leaving children behind in life because they do not have the basic skills for success.
There could be more than one reason a chld has received the best grades this year. Did she receive some of her instruction from a special or support teacher. I had students this year who received better grades than they had in past years. They were not always doing regular fourth grade classroom work. Some were doing third grade work and some were even lower.

The short answer is yes, they can. Even though holding her back may not be a good idea they can do it.
Your sister is lucky to have such a caring, older sister. ADD kids often learn social skills slowly - ADD kids often display immature behaviors. Your sister could benefit from some deliberate instruction in more mature behavior - see if there is a 'Collage' program in your area.

I work in a PR and Marketing firm and have been charged by a client with researching information about fourth grade teachers, specifically information pertaining to what kinds of web sites they prefer, how they like to receive lesson plans, when and where they usually look for lesson plans, etc. I will be putting together a survey that will be distributed online via email, presented via an online focus group, or used as questions in a one-to-one phone conversation.
My question is this: Do you have any suggestions as to how I might reach approximately 200 fourth grade teachers throughout the United States to send them some preliminary information, get some input and get permission to send them a survey? Any help you can offer would be greatly appreciated!

Now my question for you .... I want to take about $100 from the yard sale and purchase some 4th grade things. My school will supply me with the 4th grade math curriculum and sorta the reading program (we actually don't have one), but we do have Scholastic leveled books in the school.
What are the things that you would recommend to me to purchase ? I plan to use tables and have community supplies. I am also the type teacher who will want to do projects, etc.

Does anyone use individual student data books in their classrooms? We started a few years ago and would like to add to the existing ones...reading tests, math test graphs, attendance, behavior, reading levels, ect. Anything pertinent that we may have not accounted for?
Perhaps this year...I've been toying around with the idea of doing this with my students this year. When students learn to manipulate data, they develop a real-world appreciation for the importance of properly interpreting graphics/charts/pictographs in math/science, etc. problems. I'd be interested in hearing what all you include in your data books.
