Try putting grippers on their pencils and/or try use thick- barreled pencils. Black felt fine-tipped or medium-tipped markers can help too - it gives them a stronger sense of the page - but those markers cost more than pencils.
The gripper will help some but not all of the kids - handwriting is highly individualized. What works for one child doesn't work for the next. Stabilizing the paper helps too - a loose sheet of paper on the desk moves. A thick pad under the paper can help.

Difficult question and the list could be long but it would certainly begin with attendance - an exemplary teacher should be at school and on time. An exemplary teacher should respond to phone calls and e-mails in a timely manner. Personally I don't think an exemplary teacher is one who's feared by students. Overall, an exemplary teacher - in a fairly normal school - should leave their students looking forward to returning to school the next day.

You may want to take a look at the site Modern Chalkboard. There are lots of third grade SB Notebook lessons there - basic multiplication, subtraction with borrowing, grammar, measurement with a rule, etc. It's all free to download.
Go to Smart Exchange there are thousands of lessons in all subject areas and grade levels. They are easy to tweek if you want to personalize and adapt them to your needs. Just google Smart Exchang as I am having difficulty creating a link here.
