Maybe try using a gluestick. Great idea for first graders.

Its a little messy overall but I like using Sta-Flo Liquid Starch for paper mache. It might work for your leaves and as a final coating over the leaves and paper with a paing brush. A 64oz bottle was only $3.oo.
