Two districts with good reputations are the Bering Strait and the Pribilof districts--I know there are others, but no matter the place, what is perfection for one person might be hell for another. The Bush definitely needs quality teachers; a teacher has a much greater opportunity to impact a student in a class of 5-10 than in a class of 30. Upwards of 40% of Bush teachers don't return after their first year; one mark of a good district is a higher percentage of returning teachers. That's probably a real good thing to ask during an interview and if I ever change jobs I'm going to ask it!
