Just so you know Katherine, I am not trying to be mean or condascending, but trying to educate people on this issue. Where I live in my state, there are parents filing complaints, they are not just giving a phone call to the school, but they are filing appropriate complaints with the US Dept of Education office of civil rights and in some cases the US Dept of Justice and/or child protective services and various authorities too, which in turn then investigates schools. I am sure teachers would rather teach than be investigated by the feds.

If you file compaints against legal behavior by public officials, you are abusing the process and subject to paying costs, attorneys fees, fines and potential criminal prosecution.

I went to a Catholic girls' high school in South Korea, graduating in 2002. Students are routinely caned for what in America would be considered small infractions such as failing to turn in homework or being late to a class. There is no concern for dignity or modesty once a student has broken the rules. The cane is applied to the bare skin with the student bent over a bench, leaving marks and soreness for several days. Discipline problems are limited and academic achievement high. From this perspective, the problem in America seems to be a too lenient discipline system, including not nearly enough corporal punishment.
