What should I do when I find out a Administrator has said
bad things about me to another school district interested
in hiring me ? Should I pursue legal action ? What are the
protections for teachers when this happens ?

You would have to prove slander to sue - that the admin LIED.
If the admin simply said you were a bad teacher, that is
their opinion and perfectly legal and allowable, especially
from a former supervisor called for a reference.
