Also, please consider taking a look at information on 42 USC 15009: Which has been upheld in the 2nd and 7th circuit court of appeals as applying to public school which prohibits cruel and unusual punishment.

Just so you know Katherine, I am not trying to be mean or condascending, but trying to educate people on this issue. Where I live in my state, there are parents filing complaints, they are not just giving a phone call to the school, but they are filing appropriate complaints with the US Dept of Education office of civil rights and in some cases the US Dept of Justice and/or child protective services and various authorities too, which in turn then investigates schools. I am sure teachers would rather teach than be investigated by the feds.
