I need some assistance from D.C. English teachers. I am involved in a case where a D.C. statute is being interpreted by the Court using plan language criteria.

There seems to be a lot of confusion as to how to interpret the language. I will say no more but provide you with the paragraph that is the subject of considerably contention.

Please let me know how you interpret the meaning of the paragraph and what you think of the usage. I have heard all sorts of things but I leave it to you.
