There is a difference between letters of recommendation and "references". Usually districts require the submission of letters of recommendation, and yes, the applicant solicits those from people they know, and yes, the applicant sees them and in many cases uploads them. It is often these letters of recommendation that get the applicant the first interview.
In many districts applicants are expected to provide additional names as references. Should an applicant get beyond the initial interview stage(s), folks either send a survey or personally call these references. It is these references that are not shared with the applicant.

I've got some questions for people here regarding the prospects of working as an ESL teacher in MA. I'm a returned Peace Corps volunteer who worked as a TEFL in a secondary school in Ukraine (grades 1 through 11, equivalent ages to US grades), and I have a bachelor's degree in English Language and Literature. Here are my questions:
1) Given my background, will I be competitive for ESL teaching positions, particularly in eastern MA?
2) Is/are there a textbook/books that aspiring MTEL ESL test-takers should read before taking the test?
I think you will definitely be competitive. Many school districts aren't able to fulfill ELL teaching positions, so you will be in high demand.
I can't recommend any specific book because the test actually encompasses so many theories and concepts. I think the MTEL sight does a great job listing some well-known names to research and read.
You may even want to consider taking a course in linguistics: second language acquisition -- as that would cover just about everything that you would need to be familiar with for the test.
good luck!

I am looking for an experienced and knowledgeable tutor who can point out the specific areas of the MTEL practice tests for the General Curriculum Math (03)section and the Elementary Math MTEL (53). that I should target my studies, effective test taking strategies that will result in a high passing rate.
I am looking to tutor for a few sessions to review the objectives with me as they apply to the practice test sample problems and strategies to answer the open response questions.
I already passed the Communications and Literacy and Foundations of Reading.

You should check into a local college and see if they have a website or even bulletin board where available tutors post their contact information.
