SLP in PG
The short answer: increase in kids without an increase in budget. There are 2 meetings scheduled to review the current boundaries. PG also tends to be fairly illegal/legal immigrant friendly (or at least tolerant), increasing cost of services (interpreters, etc). Some schools are not fileed, others are overcrowded.
