You're not going to like this answer, but it's true: You're not an employee of your elementary school, and you're not a 1st grade TA. You're a county employee, and if they tell you they need you to go to another school next year ... or if they need you to work with a different grade level, you have no recourse. Occasionally I've known teachers who've been made to split their time between two schools (though the school must allow them travel time in that circumstance).

I say this next part gently: Sometimes this is a thing they do if they want you to leave.

No, you cannot collect unemployment if you opt not to take this assignment. Again, you're a county employee, and if they offer you a placement in the county and you decline it, you quit voluntarily ... you wouldn't be unemployed.
