My two questions are: 1- does taking the business education certification hinder me from finding a job in central OK quickly? 2- after graduating with the Masters in Special Ed (moderate to mild) will the Business Cert along with the Special Ed cert be enough to classify me as highly qualified?

To be highly qualified in special education you will have to also be highly qualified to teach in either elementary education or in the subject areas that you will teach at a junior high and high school level.
