As soon as you are able apply for your RI certification. Districts may look at someone with cert pending but will bypass someone who has not yet applied. The state certification website will give you an idea of how long it will take them to process your application for certification. Take them at their word and do not expect it to arrive sooner.
As for pay, each district is different. Some have their contracts on their sites if your look there. Realize however that many districts are in the process of renegotiating their contracts and the actual salary many be lower. That's right lower. Many teachers have given back salary in an effort to save jobs.

I'm in college to become a teacher (German, French, and Spanish) and i'm considering teaching in Rhode Island after I finish. However, I know that the cost of living is pretty high there. my question is, does the RI teachers salary allow you to keep up with the cost of living? What are some good areas of the state to teach in?

If you can get certified in three languages you will have a chance of landing a job. Those with multi certifications have a much better chance. There are only a few districts that I know of that have German as a language choice, but French and Spanish are in almost all.
I would not worry about a good area to teach in as in this job climate getting a job is the problem.
In addition to the school districts you should look into private and charter schools.
I have included a link to the RI teacher certification requirements. If you decide to come here be sure to start the certification process early as public school districts (and most charters and many private) require certification.
