overbooked flights

I've been at the gate a few times when they announced the flight was overbooked and asked for volunteers who were then compensated. If they didn't get anyone, then they randomly picked. In any case, this is settled at the gate BEFORE boarding. My question is, how could someone get on the plane w/o a seat when the boarding passes are scanned? Surely they don't just let extra passengers on and then begin to make cuts. The recent scenario makes no sense.

Government regulation Doesn't the government regulate how much a bumped passenger can get for compensation? Heard this on the radio but I didn't research it.

Flacka It is my understanding that they offered $400 to anyone
who would give up their seat (no takers) and then they
offered $800 and still no takers which is why they forced
some off the plane.

MacQ took the offer voluntarily but it's not always that
easy for someone to volunteer - families traveling
together, connecting flights...See More

Look at how ignorant so many are of how we are governed---so many people believe Trump I did not vote for him, or HRC) is in the wrong on the immigration thing but it is in the Plenary Powers Doctrine which makes it Constitutional.
