Also, there is a freeze, do we know why I would of received a referral email if hiring is not occurring at this time?

The DoD board seems to have disappeared. I also don't see a list of mentor groups which is where it was located.

Well, there are in fact interviews and offers happening, so apparently it's more of a cold spell than an actual freeze. Like many things in government, there are almost always exceptions, work arounds and special dispensations granted.
