Caveat: I've never worked for DoDEA stateside, only overseas.
1. No, LQA is only for DoDEA overseas.
2. From my understanding no. But, we often see emails with openings only available for current DoDEA overseas so I would assume (and have heard) that this also happens stateside.

I suggest making a personal visit with someone you know in HR. Someone in HR may know you better and be willing to give a positive review. A simple statement that you feel HR would be better to evaluate you than your new supervisor should suffice. Ideally, DoDEA is looking for someone who has known you for a long time to evaluate you. Most people seem to sell them. You can qualify for gov't storage (I don't know the exact details) but it is not apparently the kind you can take things in and out of. and most people feel it's better to get what they can out of it rather than have it sitting for years. My understanding is that the applicant is the one that gets the full background check since you are the only one that submits fingerprints, EQIP etc.. That doesn't mean that they do zero looking into family members I suppose.

@ haha Can I still be an active applicant with DODDS while working for DDESS on Guam? If teaching in Guam, would I be considered a Guam taxpayer or considered a taxpayer from my home state?

Good questions. I don't claim to be an expert on Guam. I believe that you would still be in the system and be considered for DoDEA overseas positions just as you would if you were working for a DoDEA Americas school stateside.

The position we both applied for will have the candidate referred to DoDEA HR next Wednesday and HR makes the official offer. This is what the Principal told me after the interview. Congratulations on apparently getting the position. I am happy for you.

I did know a couple (single DoDDS teacher + single DoD civilian/military) who got married overseas after traveling there on separate orders. At the time, there was a penalty for couples being married (reduction in COLA, Housing, etc).
