DoD gave Japan the green light but it's up to each installation to release travel restrictions. As of today, no installation has released travel restrictions to begin PCS without the ETP or waiver. RAT was interpreted to be covered by Exemption K in the Transition to Conditions-based Phased Approach to Coronavirus Disease 2019 Personnel Movement and Travel Restrictions memorandum dated 22 May 2020. It was very specific and did not include travel for new hires (and many other types of PCS moves).

Well, RL85, that may be a new one! Maybe it was a mistake by the principal. Maybe they pulled referral lists for multiple positions and just sent you an interview request for the wrong position. So weird!

The rotators are all booked this summer, so we can't take the PE into Oki. More importantly, we can't PCS until the travel restrictions are lifted, so we are stuck waiting for that to happen. We are nervous this could be a long wait. Any idea if teachers can get an Exception to Policy letter to PCS?

But some of this is premature.
The travel restrictions are for today. You are not traveling today. You don't need to travel until around August 01. The restrictions may have changed, and/or it may be easier to get a waiver.

Weird- I have accepted a final offer already for the upcoming school year and my EAS application is locked for processing- but I just got a referral for another school a couple of days ago. Thought I wouldn't get any once I accepted, but did.

When you submit the request for orders there used to be a for you to put your desired travel date and this was considered an on or about date (+/- 10 days). Generally you would put in a date that you thought/hoped would give you enough time for pack out, etc.

Quick question. Im a current Europe west local hire. I applied on Usa jobs and got an interview for Europe South. Does anyone know if I get the job if I pick up benefits? This is not an out of district move so I wasn't sure if this has an impact? Any advice is appreciated!

Not unless you were excesses from your current job or hired from the US.

It "could". There is a rule about distance between locations when switching positions (it was 50 miles but could be 10? now) but I'm not sure if it would apply in your situation.
