It's not so much about inspection fees as it is that there are restrictions on importing non-Japanese cars. Check for most current rules but I recall that no cars built after 1976(?) are even allowed to be brought into the country. It's not simply inspection fees. When I moved to teach at Camp Zama a number of years ago, I had to leave my almost new Subaru behind here in the states because it would not have passed the Japanese emission standards. Very expensive if not impossible to get this fixed.

And "haha" is giving good advice. It's probably better to sell it.
