2. Anyone have knowledge or experience of a Guantanamo Bay placement?
3. Would there be a waiting period to apply for a promotion and subsequent transfer if stationed overseas?

2. Not personally but have seen people post that they have been hired/placed there.
3. Generally you would need to have completed your tour of duty (one or two years depending on the location) AND be off of provisional status (usually two years) before you could enter the transfer round and/or apply for another positio...See More

Will they wait until the freeze is over before they start generating referrals? Or will they interview and put offers on hold?

I don't know if that has been decided yet (or if it has it hasn't been shared with us). The initially ordered freeze was for 90 days and I don't think we really know what happens then. As soon as we hear something I will pass it on.
