Does anyone really understand this provision. I asked DoDEA about this provision and received the following email response:
"If you do not possess a valid state ESL teaching certificate then you are subject to meeting DoDEA's 24 semester hour to include 6 semester hours in teaching ESL course work requirements."
Sounds like I would definitely need state certification in this area to qualify under DoDEA policy, Masters degree in TEFL or no.

Do you have 24 hours in ESL?

Yes, the Masters program required 36 hours in TEFL

Then they should qualify you without state cert.
