Nope, you need the college credits for ESL and reading. And they only count full time teaching experience, not assistant experience. From what I learned, you're not qualified based on experience. It's all credits. For example, I was a junior high math teacher in my home state, but I did not have enough math credits to qualify to teach junior high math with DoDEA. If he opens his application to DDESS (stateside schools), he has better chances of employment. The base pay tends to be higher, but housing and commissary privileges are not included.

Let me rephrase may earlier comment. In many areas, you are permitted to live on post/base, but you pay for it instead of having that as a benefit. Hello teacher's spouse! I totally think that your husband has a change of getting hired this year. It doesn't hurt to apply. I applied with only 2 years experience and certification in grades k-6. I landed two interviews and got a job as a kindergarten teacher stateside!
