You might find some open to it but I'm guessing many would find it an inconvenience and/or inappropriate. The other thing to consider is that you would likely not have access to base and so would have to be signed in, etc which would be another inconvenience for the principal. Unless you were saying that you were relocating and would be a local hire candidate with access to base, then that would be totally fine/appropriate.

One advantage to phone interviews, is they do not know what you look like. This could make hiring less prejudicial.
