It's basically gov't funded travel from your overseas location to your home of record and back again. Most people qualify for this benefit every two years when they sign a new mobility agreement (which says that you agree to teach two more years wherever they decide you are needed).

So if I want to fly home every summer, it's my expense? Do you know if flights home are tax deductible?

Any travel other than during your RAT year or a PCS move to a new duty station (or back to your Home of Record if you are leaving DoDDS) is at your expense.

I don't believe any travel would be deductible unless it was a required work expense (and those would likely be paid for/reimbursable by DoDDS and so not deductable).

Renewal Agreement Travel (RAT) in one year locations is every summer and for two year locations would be every two years. However, I think if you are transferring or think you will transfer, RAT can be impacted, so I would follow the link included by tech_ed
