If they can get a job on the post/base as a local hire, I believe they can live with you and have privileges. I believe that is one way that families keep their older children with them. The college travel only covers them until age 21 or 23 of they are full-time students, can't remember which, but I am sure the links that SandArt sent will help.

Most military locations have online colleges available if they do not have physical college classes. Also universities in some foreign countries could have English speaking classes. This may be more difficult to arrange.
