Yes. Official passports are red/maroon vs. blue for the tourist passport.

Yes. DoDEA employees and dependents get official passports (no fee, different color, only supposed to be used while traveling on orders, etc.).

Dependents get blue official ones. Everyone still needs a tourist passport so you can travel after for vacations. The official is only for use when on orders
